Now that's a use for drones I like !! But of course because of my lack of skill ( I can't walk and chew gum at the same time lol) I would probly end up with a lawsuit because I dropped one ON someone from way to high or something!! But it's sure a great Idea !!

pretty good idea for the German Baltic Coast cause Seaking Helis are old and out of order most the time.
sometimes they got its spare parts on the hook

That is brilliant. I wonder about its sutability on boats, but for lifeguards it really is a pretty great idea.

If you have ever flown model airplanes much, it's really difficult to judge when the model is over something, closer or further.
Tree for example, it's really hard to tell if your on this side or the other side of a tree. I assume than the "drone" would have to have a camera on it to tell if it's over the victim?
How about something like a line trowing cannon, just shoot a messenger line over top of the victim, low cost, low tech, no wind limitations. You would have to have enough sense to not shoot the victim though.

It is easily possible to make the drone FPV (first person view).
