Mailing inflatable PFD

I would like to mail two Helly Hansen Inflatable Racing PFD's from Annapolis to Maine. UPS wants a Material Safety Data Sheet. The CO2 cylinders are made by United Moulders and I can find that MSDS online (for the re-arm kit). Some of the other PFD manufacturers (Revere) have a MSDS online for their PFD. I have requested an MSDS from Helly Hansen. Can anyone share their experience shipping inflatable PFDs?

It may seem obvious but dont forget to disarm the cylinders. Dont want that thing going off in transit. Yeah, the odds are low but it is a good idea.

Seems a bit of overkill to me though. I have ordered rearm kits from Defender various times and it always comes UPS ground.

Yeah, I'd say that you're fine, shipping them by ground. Just remove the cylinders from the lifejackets first.
But to be sure on this, www.USPS.com & other (commercial) shippers have lists of what can & can't be shipped via various methods.

I have tried UPS, USPS and FedEx. No one will ship them for me. FedEx says if we go to a special Hazmat shipper, they can pack them and then FedEx will ship them. I thought I was going through the steps needed -- I tracked down the Material Safety Data Sheet (MSDS) and the guidelines for shipping "dangerous goods" though UPS, USPS and FedEx. The issue that comes up is that the package must be labeled ORM-D, but only a licensed and trained agent can provide that labeling which they will do only after they pack the item.

Send without the c02 cylinder the recipient can rearm it there.
Or just pull the co2 cylinder and pack it all up and send it .
