Liferaft Repack/Recertification

It has been suggested to me that life-rafts that are past due for repack/ recertification will result in problems with the CoastGuard should they have reason to board and inspect your vessel. Other than the obvious downside to not having your safety equipment up to snuff, is there any substance to this claim? (Recreational vessel, not commercial)

I think on most private not for hire passengers boats of your size the life raft is not required therefore if you had one and it was out of date I doubt they could comment.
