life raft service

i have a zodiac liferaft for six people that has been last serviced at 2009 and has expired since 4 years. i am corrently in south of italy underway to the carrabians so i want to know which contry on the way will be the easiest and cheapest to make the service. malta/ italy/ sardinia/ spain/ gibraltar/ marocco/ canaries?

Gibraltar, no VAT. Got my Hyrdrovane through there, from the UK without tax !!
