Naturally, if you don't have any engines on board, then you don't need the oil placard.

The wording required on the 'garbage placard' changed about 5 years ago to reflect MARPOL Annex 5 updates/compliance. The CG warned that old placards would be acceptable on boats on US domestic voyages but that on foreign voyages they might not. If you're trying to dot the i's and cross the t's then you might want to make sure your placard has been updated if it was installed before 2013.

So it was after all incorrect or at least misleading as it was only a sub-quote of the full text.
Since we're getting pedantic here, the "rest of the regulation" is exactly what I quoted. You are in compliance, because the placard is required in each of your zero machinery spaces. I assume you don't have a bilge and ballast pump control station, so you're good there, too.

By law, exactly zero oily waste placards are required on your vessel.

My citation would only be misleading if someone neglected to read the entire first sentence of § 155.450.
