Leaving aside the "politeness" angle - doesn't the requirement to have any specific "safety" equipment depend on your boat flag, and not it's location?
Generally yes. It is a principal that cruising sailors should fight for.
There is a tendency for governments to try to impose local standards on international boats, these can be difficult and expensive for boats traveling between different countries to comply with.
Funny enough I've never had another country carry out an inspection of my safetygear when UK flagged.. apart from the only time I transferred a boat of mine to Portuguese registration..
Then it was for the maximum number of people the boat could carry safely.. so if I'd said 6 persons.. then I needed 6 life jackets.. a 6 man life raft.. etc..
