Which Hardware for Garmin Blue Chart/Active Captain ?

Hello,
we have to buy a Apple (IOS) Phone or I-Pad I guess. We are looking for the cheapest solution as our navigation from Germany to the south of the caribean, now french guyana, worked fine. But on our trip to the Bahamas, ICW and New York we feel the use of active captain is usefull.
We recently use OPCN on Windows Laptop with AIS, two devices Android with Navionics. Now I guess the I-Pad Mini is sufficient ? What size of memory you recommend and what is with the Display brightness ?
Maybe other options I miss in my thoughts ?
