US Customs and Immigration in Annapolis

I am sailing up in June from Bahamas to Annapolis. There are phone numbers for US Customs in Annapolis, but no one answers. Is there US Customs in Annapolis or do I need to stop in Norfolk?

I stopped in Norfolk on my way back to Annapolis from Bermuda a couple of years ago, they came very quickly right to the marina. this was before the pre-clearance days

Annapolis does NOT have Customs Clearance. Best to clear in Norfolk.
