Updated USCG safety information site is back

Looks like the USCG has re-launched their Maritime Safety Information app:

https://www.navcen.uscg.gov/msi

From a glance at my previous notes, it looks like it now has a "load all layers" option (thankfully!).

However, something seems to be off with the plotting: looking at SF Bay the wreck near Little Alcatraz is in the wrong place as is a notice relating to Bodega Harbor which is for some reason placed inside the by near Aquatic park.

Edit: with overlapping area selections, it's not clear which area is actually selected by clicking. Either de-select layers until the ambiguity is cleared, or click both inside and outside of area borders to determine which area is "on top". (The small rectangular area outside of Aquatic Park is actually related to Fleet Week.)
