Sat2Chart forum.
But my main problem is that I'm not really understanding your problem. It sounds like Sat2Chart isn't telling SAS to start that 4th download? Since I don't deal with layers, & don't understand how Sat2Chart works with or even knows about layers, I'm not much help here.
Posts on the Sat2Chart forum may be read by Paul Higgins, since he started the forum. He hasn't responded there in some time, so I wouldn't hold my breath. Still, it's a possibility, & he's the only one who really knows how Sat2Chart does what it does.
You talk about "merging different polygonal areas" but you don't explain how you're trying to do this. Are you using the "Merge mbTiles" utility in Sat2Chart? Or some other method?
Merge mbTiles has some limitations, like all the zoom levels have to be the same. I've played with this utility a bit, but prefer to
work more directly with SAS, downloading what I need & then creating mbTiles directly from the SAS cache, rather than merging multiple mbTiles.
SAS & Sat2Chart can
work with quite large areas. The entire Italian coastline might be a bit much, creating an mbTiles file that's too big to work with easily, but cutting the coastline into 3-4 pieces should be doable. Doing those 1 at a time, if that's what it takes, wouldn't be too bad.
With these sorts of questions, it's usually best to list out your
exact steps & procedures. That way, others can try to recreate your issues, or spot problems with what you're doing.
