The chart viewer has nothing to do with the AppStore. Its just a regular website. You can use any internet browser (Chrome, Edge, Firefox etc) to view it.

I viewed it on Chrome but then went to the AppStore and did a search and found several APPs such as "I-boating: marine charts & gps" that look like the same product. That's when I hit the GET button with no luck. It's downloading for someone because it has 3720 downloads and a fairly respectable 4.5 out of 5 rating. Check it out!
