High Latitude Weather routing

Can anyone recommend a weather-routing service that has experience/knowledge of ice, specifically the way that pack ice clogs and clears passages.
While I'm here, what's the most reliable comm setup for decent bandwidth at high latitudes (not streaming video, but email and weather data). Delorme InReach? Iridium go?
I'm asking for a friend--I have no experience of these things, since all my electronics are the sort you put 2 AA batteries in....
