Bluewater Charts and Books is usually capable of supplying whatever you need.
Bluewater Books and Charts
For paper charts...suggest the CYC chart packs for the Caribe. They have waypoints printed on them and they are the same waypoints the Doyle guides use.

Hello, fvdorisjean. Welcome to Cruisers Forum.
It'd help to know a little more about your intended route so we can give you info that matches your plans. Are you planning to make a passage directly from Radio Island, NC to Dominica, with no stops? Ultimately headed for Portsmouth, or Roseau? When do you plan to depart?

Once you get across the Gulf Stream, I'd head for the Anegada Passage between BVI and Anguilla, once through it, then straight down on the Caribbean side, west of Saba, to Roseau.
Waypoints:
Anegada Passage approach 18°45.616 N 063°44.117 W
Anegada Passage south 17°32.625 N 063°23.508 W
Roseau Dominica 15°18.194 N 61°24.979 W
Chuteman suggested Chris Doyle's Cruising Guide to the Windward Islands. It's a very good source of info on services, etc. ashore, as well as local sailing instructions. Here are some links to Doyles website...

If you need a reliable local contact in Portsmouth, let me know by PM. I know a young fellow there who you can trust to help you out with whatever you need locally. He has a bateau, and a van for land travel. I'd be happy to put you in touch with him.

For whatever reason the Doyle link (above) says Trinidad & Tobago but if you click on it = it will show The Leeward Islands - Dominica being the last in the group - believe me I even found my way

In Portsmouth (Prince Rupert Bay), Martin Carriere is an excellent guide and will help you with anything you need there. Martin is a very knowledgeable, reliable, and honest young man.

Happy cruising...I am in Roseau right now...I'd highly recommend Hud's suggestion of Martin in Portsmouth....
Also in Roseau you will need to tie to a mooring as it is very deep right into the beach and rocky with stones as well....Look for Seacat on Ch 16 or Roots as they are both good guys who will help with everything...
Good Luck!!
