If you are EU you can stay forever without a visa. For most everyone else you can obtain a 3 month visa upon entry that is not renewable. Not dependent on nationality the
boat can stay 3 years before incurring duty(tax). Checking into the Marquesas, Gambiers, Australs or Tuamotus all are done easily by the Gendarmes.

You can only apply and obtain a long stay visa outside of FP at a French consulate. The French Consulate does not have to be in your country of residence.
Panama is the easiest to apply for a FP long stay visa.
