BSB4 CHS chart licensing & copy protection

Are the CHS BSB4 raster charts licensed for one computer/one operating system version only? In other words, if I buy a CD, get a key, and install the charts today and then decide to replace my laptop tomorrow, will I need to buy a new copy of the charts for the new laptop? Or is the key/license transferable? How about if I keep the hardware and upgrade my OS from Windows 7 to Windows 10--will I need to buy a new copy?

When I bought mine I was told I could use the licence key twice, second copy for backup or the next computer.
