$99.95 for something that was free and included Canada. I do not think so.

Jack, the tide and current updates are only $25. $99 buys you all of that AND updates of all US charts on a DVD, but if you have the time you can obviously still download all the charts from NOAA for free. The previous free tide/current updates were a very generous policy--but $25 isn't totally unreasonable. $99 is called "Well, if you don't want to spend the time, we want some profit" and seems a bit less reasonable but I suspect a lot of folks would rather pony up $74 than mess with the cranky NOAA server for a couple of hours.

Acquiring Updated Tide and Current Predictions
The Tides and Currents for some U.S. Digital Charts will expire on December 31st, 2008 (or earlier: 2007 or 2006.)
There are three tide and current update options for registered users:

Option 1:
Purchase a Tides & Currents Update CD for $25. ---NEW 2009 Edition Now Available

This will update the tides and currents, but not your charts, through the end of 2009. ...

Option 3:
Purchase our new U.S. Boating Charts DVD With Tides & Currents for $99.95.

This will include all of the US waters charts (updated multiple times a year, LAST UPDATED Jan. 1, 2009) , the 2009 Tide and Currents,...

Tide & Currents Updates are not available for free download.
Please note that Maptech is not able to offer free downloads of updated Tide & Current databases (including Offshore Navigator, Offshore Navigator Lite, and Chart Navigator Viewer.) These databases require a great deal of effort for us to produce each year, and with the resources needed to re-start a Maptech Navigation based chart download site, we feel that it is a fair value to charge a reasonable price for up-to-date tidal databases.
