Tackle and Mooring QLD

Hi All,
To QLD sailors, does anyone know someone that does mooring buoy tackle and placement in the Moreton Bay area QLD Australia.

It was easy enough to get permission for a spot through the Department of Transport but no-one there could recommend anyone that does the buoy placement....crazy...I got one quote for $2700......I bit expensive I thought.

Any suggestion would me much appreciated.
