This forum
posting has started me on a path of education, though not yet reeducation. I have learned I have a role as a vigilantly,
boat ropin, commie hating, sailor, cowboy who doesn't like to share. This last part is very untrue, everybody was sharing my last girlfriend and as a show of generosity I moved on so there would be more to go around. She is looking tired.....
I'm also rich as defined by the tweaking junkies who hate my guts. (Reference deleted posts) This is a relief! Now as I flog my decrepit hack around town I can smile and wave assured everybody will know the Rolls is in the garage. As I'm a conscientious objector in the war on drugs I already knew the junkies hated my guts for not helping and the authorities are annoyed with me for not turning people in. Both sides are wrong on this one though I must say in no-mans land fast reflexes help because the shells come from both directions.
What I didn't count on was the pile of paper
work required to
research and fill out to become a registered
mooring owner. To the 50 in WA who have done this I salute you. I'm still waiting on further DNR contact but I quickly found out everybody including me, which is rare these days, was too young to know what underlying laws on which things were based.
Upon making the transition from a territory to a state the original Federal
charter granted jurisdiction to the state over its waters to the sea. There were some differences but this is how things remained until the Submerged Land Act of 1953 granted the states control of their coastal waters and seabeds. At 66 pages long I haven't begun to plumb the depths. As an American this means there will be 50 different State laws concerning moorings so do your own
research, I have
Washington.
Now for since this is a light hearted review here is the paranoid or paranormal for the twilight zone people. If the state wants to turn your land into a park other laws have sections concerning eminent domain and
regulations concerning the appointment of a guardian ad litem to facilitate the transfer if you are conveniently found insane. Jumping up and down screaming "You Can't take my house and land! " works against you here.
Now truth is stranger than fiction or fishin but we know no-one would really plant any thing for a DEA seizure right? A small amount of collusion can produce a large result though this is more often found in the private sector concerning land and home sales. If the triads run

In short
mooring your
boat under the cover of darkness and fending off all comers is the easiest solution. To do your home
work correctly you will need to
GPS locate and compensate and
survey off 2 points of land transferring the information to the appropriate
charts and plats and fill out the required stack of forms remembering to contact the Dept of
Fish and Wildlife and be prepared to touch base with the Army Corps of Engineers. I've worked with Fisheries and The Engineers before, they are great people and the DNR seem helpful and friendly but they are all very busy.
DNR says they don't really bother enforcing unless they get a lot of complaints so be kind to your neighbors. And remember-its your
government, they are there to help you but as cowboys know-freedom takes eternal vigilance so dot the i's and cross the t's because it is important to help yourself so they don't help themselves!
