Rope twist at mooring buoy

So our neighbour, a fishfarm were so kind that they gave us a 3 ton mooring with a huge yellow buoy connect to a very heavy duty chain. This has been great for our 42 feet sailboat. The only problem is that I have huge wear on my ropes going from the 20mm steel ring on the top of the buoy to my boat. I keep changing the ropes every month due to wear, which is way to often...

So i have added a shackle to the buoy then i have added 8mm steel damper then 17mm rope with metal eye to both side of my boat(one rope to each cleat). However the buoy tends to spin around itself and twist my ropes around them self, and this is what makes the wear. How can avoid this? I was thinking about putting the ropes inside a garden hose.
