Oh, sorry to hear that. The waitlist is crazy, almost 10yrs out. Are you transferring to someone directly or just the next person on the list gets the right to buy the permit? Any advice on getting an opportunity for ownership quicker?

I was in the queue for 15 years before being contacted by the harbor master. You have a quicker chance of being assigned a mooring if you are a RI resident, I am not. Moorings are assigned 2 for residents for every 1 non-resident. The other option may be to ask someone who has a mooring if you could use it too. The mooring permit holder would need to have your name added to their mooring record, by the harbor master, as a guest. You could sweeten the deal by sharing in the permit and annual maintenance costs. The permit ran me about $400+, as a non-resident, and the mandatory maintenance varies each year depending condition.
