Replacement Swing Mooring bottom weight material

Hi All,
I’m needing some advice about swing mooring ground weight replacement material.
What’s best between steel railway wheels laid flat and a mushroom shaped concrete block, both retaining the current 10.5m rating.
What are the benefits and pitfalls of each.
Can you share your experiences and help me decide. Assume cost is irrelevant.

The concrete needs to be much larger in size than the steel wheels due to the buoyancy factor. Steel loses only about 12% of it's weight whereas concrete loses about 40% and railway wheels you just need it weld an eye or put a piece of chain through and concrete you need to build a form and put reinforcing through it.

If you go with concrete put a loop of hose in it when you pour it and that way you can thread an endless poly or nylon rope line through the hose and move it to distribute the wear points. With the constant movement chain and shackles tend to corrode and wear out very quickly on moorings.

All other things being equal I'd use railway wheels.
