Well thanks to everyone for their input and specially to Wilson at TaYang Shipyards. I removed most of the divider in the chain locker and added a 4" deck plate in the anchor well above the chain locker. Seems to have the problem solved for now. Much less trouble with castling chain and easy to knock down a pile (with the manual handle for the windlass) if it occurs.

Excellent solution! Simpler is always (usually?) the best way to go.
