Mooring in Charleston

Is the helical mooring the best for Charleston?, so this would be into mud and below to marl. I have two 8' galvanized utility grade helical 14" screws, bought at auction from SanteeCooper. And a 20,000 lb 40' boat. Is one enough, or do two, one for each tide?

I stayed in Charleston last winter for a week, I imagine there is alot of schrapnel on that bottom, probably good idea for mooring buoy to keep lines from chaffing on the bottom.

One should be enough since the screws don't care about the direction of pull. Worst part about Charleston is the growth you will get on anything that touches the water, nasty!
Location is important, you want to pick a spot away from the regular anchorage since you won't swing like anchored boats do.
I'm curious, how does Charleston regulate the moorings?

We want to be in front of City MArina, we live nearby, but that is the busy area. Especially this time of year. They are also enlarging City one row out into the river. We took the Whaler out there yesterday and scoped it out. There are tons of southbound boats. I have heard this area is a federal anchorage. And no archor light is ok there, and there is no regulation, permits needed.
