Maxwell Windlass Motor Dead Spot

We have a Maxwell 3500 windlass that is having a problem. The motor appears to have a dead spot, where it wont engage. I pulled the motor off and the shaft spins freely. Once I change the shaft position it will work again, until it hits the ‘dead spot’ again. I took the cover off and cleaned the dust out to no avail. Is there something I can check for electrical continuity, etc? Any suggestions?
