If you mount it way aft, in the anchor locker, high enough to just clear the locker door, there is a good chance of the chain lead being OK to the roller, with just a notch in the door's leading edge to clear the stowed chain. But it is unlikely that there is enough vertical drop from the gypsy to the top of the chain pile, when led through the bottom of the locker.

Another possibility.... That toe rail doesn't really have any function in front of the navigation lights. You could remove it in that area so the cleated lines could run on a smooth edge overboard,- maybe with a stainless rub strake if you didn't want the line rubbing on the smoothed fiberglass.
