Soot on the hull at the waterline.

My genset is an onan 17kw that's about 25 years old. I bought the boat 3 years ago with indications that normal maintenance has been performed.

I am getting soot along the hull at the water line which I think may be an indicator of necessary maintenance. What might that be?
