PVC Dinghy Repair Question

We have to reattach some rubber handles and rings to our PVC dinghy. We're using Polymarine two part adhesive for PVC and also some hypalon adhesive (also Polymarine) for the rubber parts. We'll use the solvent beforehand as instructed.

Here's my question: Polymarine website states to do the repair on a day that's "warm and dry. Excessive humidity will cause the adhesive to bloom". What's excessive humidity? Living aboard in the PNW the best we can do is about 55% humidity. Do we have to construct a tent and buy an air conditioner to attain "dry"???

Just hoping someone else has gone through this and can tell us any info, success, disaster, I just need some kind of data on the practical meaning of dry.
