Messy Oarlocks. What Can I Coat Them With?

I have an older model Avon RIB. It has black oarloaks. They have lost their protective coating and now are a complete mess. They leave black smudges on everything, from the oars, to our hands, clothes and even the dinghy's tubes.

What can I use to recoat the oarlocks? I've searched long and hard and can only find out that Amorall is not recommended.

What about a simple boat wax?
What about 3M Conditioner & Protector For Vinyle Surfaces/Inflatables?
Spray for our dodger windows?

Any advice would be greatly appreciated.
