What does hauling on deck have to do with bottom paint? Flip it over and it's dangerous to birds?

Just maybe it's got to do with not requiring fouling resistant paint / coating if you haul your dinghy on deck or davits. Your mast and rigging is more dangerous to birds than your dinghy.
