In that case it is probably for a cup holder, but I have one similar that holds my removeable compass on the bulkhead.

I had a bell that was mounted that way. Most of the time it was kept down below.

100% cup holder. Had them on an old runabout. No pigments in the plastic and most of the cup holders have broken now. Used mine once and broke.

It's a standard clip for a VHF Mic. Other things like handheld vhfs and drink holders have been made to fit it. But in my opinion only strong enough for a mic
