I had a chance to drill some exploratory holes. The first, about midway down one side, seemed to show no de-lamination. In the second, on the other side, the skin is completely detached. I then drilled a third hole, about 3/4 of the way down, to determine the size of the de-laminated region, and to my surprise, there seems to be no core! Apparently the core only extends partway down the daggerboard.

So a few new questions:
1. Is this a normal mode of construction?
2. Should epoxying just the part where there is a core be enough to restore the shape?
3. If so, what should the spacing of holes be for injecting epoxy?

See video, pretty easy guide, you jut need dimensions from dagger board case, allow for a couple of mils for 2 pack paint.. Soak marine ply in epoxy treatment and it will be plenty stiff and water resistant.
