You at a marina? If so hooking it up to the water there will confirm or at least make it a lot more likely the cooling
water is too hot, just hook a garden hose in, if no fault, you may be onto something.
Be amazed though if someone makes an air conditioner that won't work
when it's hot outside though. Water temp in the Gulf of Mexico
is regularly 90 F in the Summer.
