Wanted to ID : Spreader attachment hardware

Anyone seen one of these before?

Its used to attached the cap shroud to the spreader. A first blush I thought it must have been threaded through before the turn buckles were put on, but now I am not so sure that it couldn't be wedges apart to get the wire out.

Anyone know make model etc?
