Solar panel mount swivel hardware question.

Hello,

I came across this mount design when looking at Rebecca Burg's "Angel" boat. It seems to be able to be positioned manually for maximum efficiency.

I'm blanking -- Does anyone know what kind of hardware are the things that I've circled? What is it called, so that I can try to look it up for purchase?
