Seized Maxwell 14 Winch

Hi there folks. I’ve just brought my first yacht, a 22ft trailer sailor. Super excited to learn all about it.
One one of the winches has seized, and I’ve tried everything to remove.
It is a Maxwell 14 One Speed. The putter casing spins fine, but the center drive is seized. Following the service manual tells me to undo holding screw a quarter turn the lift barrel (not budging...) have tried completely removing holding screw, no luck.
Tried to unbolt for deck, but need access to top of bolt to do this.

Any help or advice would be much appreciated.

This may help, Also try oil and hot air gun, warm it then apply oil, rinse and repeat.
