I'm assuming 8mm or 10mm covered spectra is what is currently recommended. Is it acceptable to tie the shackle on the end with a Halyard knot or will this require an eye splice? Can the ends just be whipped the same as standard double braid?

You say you are replacing a wire halyard. It is very likely that the sheaves are scarred/scored from the wire-rope. If as you say you want to immediately replace with all-rope halyard, get something
cheap bc the sheaves will probably damage the all-rope halyard.
Once you have inspected the sheaves and if they are smooth, then install your UHMWPE halyard. Best practice for UHMWPE is to splice, NOT knot, bc UHMWPE has low friction and it will literally knot itself so tightly that it will in effect cut itself. The line strength is also compromised surprisingly highly by knotting.
A simple 45-line-diameter, tapered, bury with whipped throat will hold just fine (Brummel not necessary).
