Water Heater connection question
Can one use an electric water heat that has additional connections for a heat exchanger without connecting the heat exchanger taps. In other words can the water heater be used with just cold water from the fresh water tank and just cap the exchanger fittings?

Yes, but don't cap the taps. It might build up too much pressure in the coil when the water gets hot.
