I think maybe being at sea was a figure of speech. Maybe the inlets or the ICW? If Charleston is SC you have the rivers.
His budget would pretty much preclude anything larger.
Depending on age, two might sleep in the cockpit. Lots of deet, so the skeeters don't carry them away.
Kinda was a figure of speech but at the same time no. I will at first use rivers to learn to sail more and get used to the boat, then I’m going to take my sailboat to actual open sea.

A 22' Catalina, I hope as you get the experience you gain enough wisdom to take great care. That is not much boat for off shore. JMHO

There is a link somewhere to “ free or almost free boats” on CF. Tons of boats in your price range in the 25-30 ft range. Most with heads. But a composting head would fits your needs easily. To the doubters, some of those boats look pretty damn nice.

You wont likely find one for your stated $3000 rang, but you may find one that needs a little TLC for around 7.
Its the smallest big boat, or largest little boat.
