The accumulator is just an empty bottle.
If the bottle looks empty it’s full of water (as „The Captain“ already said). It has to be empty to accumulate the pressure as compressed air.
If the accumulator is just a single liter the pump has to cycle as as soon as you take more than a glas of water.
To avoid that the accumulator has to be larger.

The reason for the accumulator is that it takes up the expansion volume from a boiler in a hot water system. To do so it HAS to be empty and upright (connector to floor) as you install it and the water is cold. In case it is full of water with no compressible air in it the expansion from heating up the water will burst the system.
It is actually an expansion vessel and not an accumulator.

If you have a Shaefer valve, similar to a bicycle, my guess is that it is an accumulator. If you can't find any specs, pump it up 10 psi at a time untill the cycling stops and you get a steady flow. That is the primary purpose of the a accumulator. You shouldn't go any higher than the pumps capability.

I owned a Bavaria 44 until recently. Yours looks like the standard Bavaria accumulator. There was no bladder. And no pressure adjuster. Mine required filling about 3/4 full with water. You should see air in the top.
Mine had a slight leak from the bottom of the tank fittings, so until I found & fixed that it gradually lost pressure.
