I've based my bleach concentration on Yukon and Manitoba gov't public health sites re cleaning of plastic water cisterns. I've just found this Practical Sailor article that uses similar strengths;

Might be an old BIA spec but I doubt it was written by experts...its just too far off. That much chlorine would be something a used RV dealer might use to treat a foul septic system.

Ok I found on an RV site and its ANSI which is a credible source. The original section numbers listed above were discontinued and replaced with the NFPA and now the source using similar numbers. Its written for RVs but basically gives max concentration to amount of time...which is the concern when overkilling the ratio.

Maximum Chlorine Concentration = 100ppm for one hour then drain and flush with potable water. (100ppm = 1/2 cup bleach in a 1 gallon solution for every 15 gallons.)

Recommended Chlorine Concentration = 50ppm for four hours then drain and flush with potable water. (50ppm = 1/4 cup bleach in a 1 gallon soluton for every 15 gallons.)

And these numbers are consistent with the Canadian public health sites that I've seen, and the Practical Sailor article I just posted. It is the length of time the solution sits in the tank that is added. I suspect that leaving the bleach solution in overnight has been too long and contributes to the lasting chlorine smell.
I also note that the Practical Sailor article says to NOT use vinegar to get rid of the chlorine taste because of the risk of fermentation. It says to use hydrogen peroxide instead.
