Hart Systems Tank Tender Operation

I am currently helping a gentleman restore an old boat that has a Hart Systems Tank Tender, he believes that to measure the level in a tank one presses the button to select the tank, pumps the plunger and releases the button to get the reading, I maintain that one must hold the button to the selected tank for the entire process and when the button is released the gauge will go back to zero. Which of us is correct?

I also have a Tank Tender. You select the tank, push in and hold the button, and then gently push the plunger until the needle stops rising. Read the indicator (there should be two dials, one for diesel and one for water) and refer to your table for the level.

Since tanks are typically such odd shapes, one must come up with your own scale for indicating what the number translates to in terms of gallons or liters.
