The 2-29 is a great boat and I won many races with mine.
A solution to your problem is to have a float on a long shaft. When the water is high a low stop on the shaft flips a high switch ON and drains the bilge. When the bilge is drained the a high stop on the shaft flips the switch OFF. A small of water flowing after the pump stops is not enough to raise the float enough to flip the switch ON.
You don't want a small hose on the pump nor do you want check valves that can get clogged in an emergency.

I wish to thank all members for your recommendations and suggestions to my quandary. The problem has several reasons and answers as I am probably not the first person to encounter this issue, the search for a cure has many answers and I am exploring all of them. Thank you all for your assistance and if I find a permanent answer I will post what it is and hope it can help others who are encountering a similar problem.
