I have a couple of thoughts:
1. I think that other respondents who have made a distinction between urine and poop are on the right track. The federal standards are written around fecal coliform bacteria when it comes to treatment, and I don't think there's any fecal coliform bacteria in urine, so it stands to reason that it shouldn't be illegal to discharge (in the same way that rinsing wine glasses in the sink doesn't (or shouldn't) release any f.c. bacteria.)
2. The lack of pumpout facilities in marinas around the country makes it very difficult to comply, combined with the frequently inadequately-sized holding tanks.
3. My solution has typically been to not worry about urine, and use the onshore facilities for anything more.

THIS. Not just St. Pete. All major cities on the GL, including Canadian cities, dump millions of gallons of untreated sewage into the GL waterways every time there is a big rain.

Now for the pumping of solid waste that's just nasty. I have images of Bill Murray standing on a dock holding a Baby Ruth saying "It's not a doodie"
I've always paid for a mobile service to pump us out. In Catalina Island off the coast of California, when you check in they make sure your Y Valve is locked and put a dye pack in your holding tank. That water changes color near your boat, you're getting a big fine and the sail of shame out of there.

The left coast of Florida tends to be a bit more relaxed than the East with their "Head Nazis". Last year I purchased a '89 44 footer with fore and aft heads but only the aft head had a installed holding tank (poorly plumbed) although the boat had been in the Tampa Bay area since new.
I had to fix that problem before daring to bring the vessel up the East coast to North Carolina. I had a composting head on my last boat and plan to install another up forward on this boat. They are really worth the money.
I do recommend that you install a macerator pump on your holding tank for overboard discharge where it is legal, beyond the 3 mile limit.

Reminds me of an incident in the GL. Off of Jefferson Beach, a friend of my brother reached into his mail box, pulled out an envelope containing a ticket and picture of him peeing over the side. I think the lesson he learned was, pee on the other side of the boat. LOL

I just read the docs for my vacuflush, it said, as little as a pint. That is assuming all urine and no TP.
When my ex walked off the boat, for the last time, it took me over a year to see the bottom of the TP supply.

Agree with the earlier post noting that most marina bound folks tend to use the marina facilities for the solids. I try to give folks a little credit. However I must say I know there are some who..
If my above has any truth to it then there may be a problem but much smaller that initially thought.

Not true my friend. Sewage discharge is one of the major contributing factors to coral reef disease and mortality. White pox that afflicts Elkhorn coral has been directly correlated with bacteria in human sewage!

Holy s**t! I hope they are. Tampa bay and the Gulf of Mexico has enough problems. Everybody pumps out at the Harborage (as far as I know). Live aboards get a weekly at the dock, free pump and the rest of us have to pay for it or go out to the public one on Salt Creek. We have a big sea wall that protects us and it wouldn't flush that easy. And the divers would have s**t fit. Occasionally, I go down to the Muni, theirs is easier to access and it gets me out on the water to shake things out more often in the summer when I don't sail much. Anybody that doesn't appropriately dispose of their waste has no right to whine about the City of St Pete losing sewage in storms, red tides or anything else until they stop being part of the problem.

LOL. Same thing we say about scuba divers. There's those that pee in their wetsuit and those that lie about it.
