Metal etch and adhesive?

I need to rebond my rudder stuffing box to the the rudder post. 3M 5200 comes to mind and the Catalina drawing states that it was originally done with GRP. If I am going to crawl myself back there, I only want the best. What would I use to etch the metal? And what would I use as the bonding material? something that will bond to metal and GRP?

You are probably not thinking about the next guy? Polyester GRP is not that good of a glue to metal and it didn't leak so good enough. 5200 or some epoxy is going to make the bearing almost permanent.
This might sound goofy, but if you wax the bearing and then use something like 5200, it will not leak and it will come apart again in the future.
