Marine/Electrical Training in Mid-Atlantic?

Contemplating buying a sailboat and living aboard part-time in VA Beach while attending TCC for Marine Electrical and Mechanical certifications. Does anyone on this site have familiarity with their marine programs?

Would ideally do this training in the Annapolis area, but haven’t found any similar programs outside of the Naval Academy which I definitely don’t plan on attending. Did the Annapolis School of Seamanship programs for Diesel engines a few years ago, but found the scope of the course fairly limited.
