And that’s fine but what experiences do they have to draw on, what base of knowledge, what reflexive instincts do they have? Why would you want to cut corners on life safety? New drivers are charged more because they are more prone to mistakes, because they have no experiences to draw from.

Every carrier I work with asks for a drivers license number and state along with wanting to know if you have any violations, careless driving, accidents, or dwi citations. They use all this info in turning you into a risk number and charge you according to your risk factor. Can be good and can be bad.
