Inland Lake Time for Sea Service?

Hi All,

I've been unable to find a definitive answer to this question elsewhere so I'm seeking knowledge from the masses!

I've recently passed my OUPV final exam and am preparing paperwork to apply for my OPUV-Inland license. The key here is "Inland".

I have the required sea service time but I would have a hard time contacting the old owners to get boat registration details and their signatures.

Soooo, alternatively, I also have more than enough days of service on my own boat - which is easy to document - but the time is largely limited to operating my boat on a landlocked reservoir here in the middle of Indiana.

Parts of the regs for OUPV licensure specifies that experience must be on "navigable waters" which has its own definition. My lake here in Indiana does not meet these requirements. However, the references to "navigable waters" does not appear to be in reference to the OUPV **INLAND** license.

So in short (finally), my question is this:

Assuming all other requirements (age, vessel, etc.) are met, can I qualify for an Inland restricted OUPV license if I submit 360 days of service on my local, landlocked, reservoir?

You mentioned regulations in your post, but assuming that you didn't read the actual regulations, here is the link to what you are asking about 46 CFR 11.467, specifically, (e) and (g).

I would just call them to confirm. I believe you would be 8th District Ohio Valley Sector.

As far as the registration information. A few years ago, when I was getting my Able Seaman I had to submit time from when I was a Navigation deputy with the local Sheriff's Department. My time with the SD was 20 years ago and I was worried the records might no longer be easily available. I seem to remember a way around having the actual registration #'s although it escapes me now. were I you, I would be inclined to ask the USCG what the process is for that (assuming I remember correctly and there is such a process).

There are 3 endorsements for OUPV:

Near Coastal - 360 days in the operation of vessels, OF WHICH
90 days of service on Ocean, Near Coastal or Great Lakes waters.

Great Lakes - 360 days of service, OF WHICH:
1. 90 days operating vessels on Great Lakes waters.

Inland - 360 days in the operation of vessels.

I used some landlocked lake time to acquire my license. If it were not for canals and locks some major bodies of water would be landlocked. My instructor said he knew of a guy who used canoe time as some of his experience. Write it down, they can only say yes or no.
