At any rate, I moor my US-flagged sailboat in The Netherlands and there the authorities seem pretty relaxed.

They are, they don't ask anyone for his/her license To my knowledge the Belgian and French neither (more specifically they respect the flag of the visiting boat), just the Med is the madhouse.
