Canada does care - a license is required if you are not a “voluntarily equipped” Canadian vessel. Don’t confuse regulation with enforcement.

Isn't a pleasure boat a "voluntarily equipped" vessel?

In the Bahamas they use marine VHF as a party line phone system on most islands. Apparently enforcement is non-existent.

Whether the Station License is Enforced or not should not be a factor, just do the right thing and follow the rules.
(How hard is to sail by the book? Always trying to find a shortcut and to cheat on everything, because You are saving a few dollars, and the dollar is almighty?)

Yes, but the next word was CANADIAN. A foreign pleasure craft does not have the license exemption.
