Documented Vessel Transfer

Just some relatively current timing info.

I sent in my form 1258 last April 22, they sent the new documentation July 6th, I didn't receive the new documentation, called Sept 20th and got verification that the application was processed and approved. They're sending duplicate.

Pretty easy, and only about 2.5 months if you get the envelope the first time.
